In 1980, Communicating for America helped Iowa establish the nation’s first Beginning Farmer Loan program. Today, 17 states have Aggie Bond programs, which enable lenders to use private activity bonds to offer targeted beginning farmers lower interest rates. In 1986, Communicating for America led the way in forming an organization comprised of states that operated aggie bond programs.

CA continues to serve as technical adviser on the steering committee of the National Council of State Agricultural Finance Programs and continues to lobby in Washington, D.C., to help make these loan programs available to beginning farmers. Communicating for America also actively lobbies in sates that want to develop new aggie bond programs. This year, Wyoming became the newest state to pass legislation for a program.

High-risk pools offer a source of guaranteed coverage for those who may struggle to find health insurance due to preexisting medical conditions. Communicating for America helped Minnesota start the nation’s first high-risk pool in 1976. Since that time, an additional 34 states have added high-risk pools — many did so with CA’s help.

In 1992, CA brought together several executive directors from state high-risk pools to create the National Association of Comprehensive Health Insurance Pools (NASCHIP). NASCHIP provides educational opportunities and information for state high-risk insurance pools. Today, 34 states are represented in NASCHIP, and more than 100 people attend its annual meeting.
